if required infrastructures for Mehr Housing plan were prepared, this project would solve the problem of housing for many households, but lack of the government’s financial ability for funding made it impossible, Tabatabaei said.

Referring that 10 to 15 percent of urban areas is distressed one, Tabatabaei said: Financing infrastructure in urban context; 40 percent cheaper than new lands.

Saying that this idea was completely useful and ideal, but it failed in the planning, and developing stages, Tabatabaei said, one of the most important problems of this plan was inappropriate locating since most of them are far from the city without necessary infrastructures.
