Training and removal of urban underdevelopment gap
In order to analyze economic growth, economists are looking this point why some countries experience higher economic growth.
For this purpose, researchers examine the reasons for the prosperity and economic decline, and in accordance with this matter, one of the questions which they confronted with was incapability of growth classical factors such as workforce and capital in explaining the difference in the countries’ economic growth, as a result of that issue, training was considered by economists and it has been agreed that training can play an important role in explaining the difference in the countries’ economic growth as a direct factor.
Along with it, studies of Sakharopoles and Patrinus (2002) show that rate of return on investment in developing countries are more than developed countries. In other words, training investment in the developing countries has more economic interests than developed countries.
Danison (1962) found that 23% of economic growth in America during 1930-1960 and 42% of GDP per capita growth have been due to training. Also, Hix (1980) studied the economic growth situation in 75 developing countries during 1960-1977 and found that countries with fast economic growth were those had higher training level.
Training imposes heavy costs on individuals and governments, but it has a wide variety of benefits which both individuals and whole community take advantage of it. The benefits are classified into two categories; personal and social. Personal benefits of training include: increase of revenue, increase of employment of educated people, improvement of social-political situation, improvement the health of people, and social benefits of training include improvement the economic growth, more appropriate distribution of income, distribution of activities and job opportunities, political development and participation, inhibition of crimes and social crimes, improving society’s health level. In this regard, it should be considered that the role of training achieving social justice is very important since access to social justice by becoming more balanced revenue distribution have been always considered by politicians and statesmen. According to the training effect on individuals’ income, development of training opportunities as an effective policy has been provided to the governments through which it would be paid the proportionality of revenue distribution.
By publicizing access to training opportunities, this expectation has been emphasized and considered that the revenue condition of less-prosperous families has become better and revenue distribution would be more balanced at the entire society level. In other words, any useful change in urban environment is not achievable without attention to training of efficient force and formation of human capital. An efficient human workforce will be met in the shadow of equal opportunities of training. This will provide the necessities of sustainable development, as one of the criterions of sustainable development is internalizing the concept of development within and between the generations of society. Therefore, investing in developmental training and human with science-oriented, skill-oriented, changeable, system-oriented, researcher, self-monitoring indices and having mental flexibility will be able to expand the development in all dimensions of the society, and it will train people of the society as the main factors of development in the best way and it will help to promote quantitatively and qualitatively of the community.
Conditions should be created in accordance with achieving to the sustainable development in order to provide the possibility of contextualizing it. The optimal distribution of uses, facilities, services and establishing social justice in cities can be mentioned in this context.
In general, it should be stated when economy of cities becomes global and services’ sector grow more diverse more than before, occupations get more specialized and as a result the need to raise awareness increases in order to communicate with modern world. Training provides the necessary structure through forming participation among different public and private organizations. Indicators related to training such as hope to school, training quality and training while working should be included formal and informal learning. Training is for sustainable development, expansion and strengthens the capacity of people, groups, societies, organizations and countries so that they work in favor of sustainable development. This needs that all schools and universities, teachers, researchers and practitioners, educational instructors, school and university students, school managers, parents and whole the society would be prepared to discuss about which way is the best and the most direct to help sustainable development. Educational systems should be complied with the requirements of economy and sustainable development.
